2006-07 Budget funds Governors Innovative Cover All Kids Program
HARRISBURG, Pa., July 2 // -- Governor Edward G. Rendell
today said that Pennsylvanias families will be the winners when his
innovative Cover All Kids program begins extending health insurance to
thousands of uninsured children - those whose parents earn too much to
qualify for the states Childrens Health Insurance Program, or CHIP, but
who cant afford to purchase insurance for their children.
Cover All Kids is a critical part of the Governors overall effort to
reduce the number of uninsured children and adults in the commonwealth.
About 15 percent of Pennsylvanias uninsured are children.
"Everyone agrees our children are our most important resource, and
Cover All Kids is one way we can prove that we mean it," Governor Rendell
said. "Pennsylvania has one of the highest rates of insured children in the
nation at 96 percent, but we wont be satisfied until each and every child
in Pennsylvania has health coverage - and Cover All Kids is the way to help
us reach that goal.
"Any parent can tell you that its especially important that kids have
access to a wide range of services so that they have a healthy start in
life. Cover All Kids will guarantee affordable, comprehensive health care
coverage for visits to doctors, hospitalization, prescription drugs,
vision, home health care, and mental health and substance abuse services."
Cover All Kids is funded in the commonwealths 2006-07 budget, which
the Governor signed today. The Governor received a signed agreement from
all four legislative caucuses with a commitment to move the enabling
legislation for the program in the beginning of October. When the Governor
proposed the new program, he announced that the first children would be
enrolled in January 2007, and the budget signed today means that
Pennsylvania will be able to meet that start date.
The state will invest $4.4 million in Cover All Kids, which will be
supplemented by $10.2 million in federal funds for its first year of
operation. Once the federal government approves the program, 15,000 kids
will leave the states uninsured rolls in 2006-07 and additional children
will gain coverage in future years.
Governor Rendells Cover All Kids program would expand the CHIP program
- which is currently the oldest and most successful program in the nation -
and make sure all of Pennsylvanias children are insured and getting the
services they need to grow up healthy. Premiums will be affordable for all
families because the premium payment is based on a sliding scale based on
the families income.
"CHIP has been tremendously successful in providing kids coverage.
Since I became Governor, weve increased funding and 16,000 more
Pennsylvania kids are getting health coverage through CHIP than in 2003.
Still, more than 133,000 are uninsured, and it is their families well be
targeting with Cover All Kids."
